So I located this thread:

I've been out just now and looked for the relay mentioned but not sure what I've found.
First two relays together, a regular yellow one and a larger one called YWM 10002 Headlamp Wash timer. (se pic)
I also found an empty relay socket hooked up to the wiring loom marked DCP8492 issue A. Help me out, which relay was the one mentioned in the electric forum thread?

Henrik that thread was regarding a later MK1, your dim dip relay is next to the dim dip resistor which is mounted behind the bumper below the left hand headlamp, it'll also give you the chance to look at the wiring there. Are your rear lights working?

Just been out and ripped the airbox out, can't spot any relays what so ever there. All the multiplugs have been taken apart and they look excellent.
I still think there is something wrong in the relay section. No clicking when I flick the lights or pull the stalk towards me to blip the full beam. Can anyone confirm how the relays should be located on this car? They are not located like this in my 820, there I have the two green relays together. (I've tried that...)
Edit: I'm going to swap all the relays from my 820 and put them in the same order. I can see in the Haynes book they are positioned like that too, four yellow and two green, side by side. Also going to rip off the front bumper.
Edit2: Just reading about "Headlight changeover relay" situated under the dash. I'm going to look closer on that one aswell!
Next idea is to grab a new relay and wire the headlights to a separate button in the car, unless I can locate the right wire from the stalk.

I like the "Edit 2" option Henrik! Now you mention it, that was the fault with this one down under so could be a common failure point.

Do I need to remove the bumper to see the relay you mention? Or is it enough to remove the headlamp?
Update. I replaced all the relays under the bonnet into the order of that in the book, four yellow together and two green. And hey presto. The heating fan works! I thought Ibhad already tried this but that must have been just to see if the lights came on. They didnt.

The "missing" yellow relay in mine isn't needed on the Mk2 827 Henrik, in fact i think Mk1 827s with A/C and twin cooling fans can do without it as well as it's for the cooling fan.
The 820 does need it though as the cooling fan is operated differently.
The two green ones at the top are the lighting relays. You'll also notice i'm "missing" 2 fuses as well - the 5th one down (aka fuses "S") from the top is the memory feed for the PGM-Fi, EAT and ABS ECUs - on some models it also provides a permanent feed to the CCU and/or central locking so if/when you remove it to clear fault codes on any of the ECUs, make sure your keys are outside the car!
The other "missing" fuse is fuse "V" which controls the dim-dip. I have mine removed because it was bringing the LED headlamp bulbs on but making them flicker because of the reduced voltage. Strangely the same thing doesn't happen in the Volvo!
